What are the rules?

If the property is inhabited by five of more people, which makes up two or more households: A household is classed as an immediate family (parents and children), partners (married, civil partnership or cohabiting), or individuals. 

As well as three storey properties, single and two storey properties must now be licensed, if they fall within the above remit, including properties converted into bedsits. 

Properties above commercial buildings (such as shops or restaurants) must also be licensed

It is estimated that the new regulation will make around 174,000 additional properties subject to mandatory licensing on top of the existing 60,000, so there are plenty of landlords who are going to be feeling the changes.

+ Only use a Gas Safe registered engineer to fit, fix and service your appliances. 

+ Check both sides of your engineer`s Gas Safe Register ID card. Make sure they are qualified for the work you need doing. You can find this information on the back of the card.

+ Have all your gas appliances regularly serviced and safety checked every year. Make sure are able to provide your tenants with a copy of the current Gas Safety Record, upon request.

+ Make sure your tenants know the six signs of carbon monoxide (CO) poisoning – headaches, dizziness, breathlessness, nausea, collapse and loss of consciousness. Unsafe gas appliances can put your tenants at risk of CO poisoning, gas leaks, fires and explosions.

+ Check gas appliances for warning signs that they are not working properly e.g. lazy yellow flames instead of crisp blue ones, black marks or stains on or around the appliance and too much condensation in the room.

+ Fit an audible carbon monoxide alarm. Housesimple found that new supply saw an increase of 18.1% during September across major UK towns and cities. This was a rise of 61,472 in August to 72,593 in September. Although this hike can be attributed to-some-degree to the lull over the summer period when families head off on their holidays, the number of new properties marketed was also up 6.2% on September 2017.

The Property Supply Index looks at the number of new properties being listed by estate agents every month in 100 major UK towns and cities.

London saw a huge 45.5% increase in new listings in September, more than twice the UK average. This was the highest level of new supply coming to the market in the capital in any single month since pre-2015.

Following double digits falls in new supply in July and August, supply bounced back in September, with new listings up 45.5% compared to August. 
Every London borough saw at least a 20% rise in new property supply in September, with Kensington &amp; Chelsea, an area favoured by foreign investors, recording a huge 96.1% increase in new listings last month.

Sam Mitchell, CEO of online estate agents HouseSimple.com, comments: `It was one of the hottest summers on record and buyer and seller activity inevitably dropped off in July and August. But come September, it was very much business as usual. We saw a healthy level of new properties being listed last month, in what is traditionally a busy period for estate agents.

It`s interesting to note that seller numbers are rising faster in London than anywhere else in the country. Understandably, a lot of homeowners were choosing to wait, hoping that prices would recover quickly. Now that doesn`t appear likely, the need to move is the priority. They don`t want to wait any longer and they know this is a good time to sell with plenty of motivated buyers.

It`s not so much a case of beating the Brexit rush for the door, but more life has to go on. People will always need to move whatever is happening in the housing market and wider economy. And there seems to be more of an acceptance now amongst sellers that they need to price more realistically to attract a buyer. And the 25-storey Reading Metropolitan development on the former Royal Mail depot next to Reading Station is likely to feature a number of town houses, as well as flats.
An exhibition into Hermes` plans for the site in Caversham Road was held on Tuesday, November 21, and curious people from around Reading went to the New Hope Centre in York Road to find out more. 

Architect Bill Soper told get reading it is hoped the development will get permission next year and work will start in early 2020. He said the current plans are to have around 650 residential units, as well as offices and retail units. He added a company had already shown interest in a proposed large retail unit on the site. Mr Soper also confirmed the site is likely to have a community centre and a health centre for people who live there. The plan that will be submitted will be an outline one, asking for permission to develop the site in Reading, Berkshire. Detailed applications will then be submitted as the project progresses. Mr Soper also confirmed an underground car park with just 80 spaces will be included in the plan.

People at the exhibition cautiously welcomed the plan, with one urging Reading Borough Council to take the opportunity to use the cash generated from it to revamp a nearby park. The man, who asked not to be named, said: "Broadly speaking I quite like this development. "The area is a rundown part of town which is mostly vacant. "I`d much rather have a high density development like this in the town near Reading Station than on green land. House prices in Reading and Wokingham fall again "What I`d like to see is the council use some of the Community Infrastructure Levy (CIL) money to enhance Christchurch Meadows. "There are pockets of space planned for within the development, but there will be around 1,000 people living there who will want to go to the park, so it`s a good chance to do it up a bit. "I`d also like to see a local exhibition space or somewhere that could be used for local businesses." Former Reading councillor Richard Stainthorp was also at the exhibition. He said: "I think the concept is very good. "I`ll be interested to see how the building work goes as building next to railway lines is always fraught with problems."

Richard Bennett, chairman of Reading Civic Society, added: "My early thoughts are that it looks like a good design - it`s definitely better than what`s there now.

Alongside fairly ‘moderate` growth over 1.8% in UK house prices, the property group forecasts that rents will rise 1.3% in 2019.
The report, which looks at how economic, political, financial and technological trends might affect property markets, foresees further growth in rents leading up to 2023, supported by a drop in housing supply in the PRS amid ‘dampened investor demand for buy to let` and growing demand for rental homes, particularly from lower-earning younger people.
CBRE estimates that rents are likely to rise 1.3% in 2019, followed by growth of 1.9% in 2020, 2.5% in 2021, 2.7% in 2022 and a further 2.6% in 2023.
Miles Gibson, CBRE`s head of UK research, said: `We expect rather weak house price and rental growth over the next year, but we think that the lack of supply and low interest rates for mortgages will hold prices up.`
He added that weak supply and strong demand is `creating a lot of interest among investors` in the student accommodation and build-to-rent sectors, especially in terms of institutional capital.
Some £2.1bn of institutional funds had been invested in the year to Q3 2018, 51% higher than the same period of 2017.

With rising rental prices and expectations, long gone are the days of negligent landlords and poorly equipped properties. Here, the team at Belvoir reveal exactly what tenants want from a rental home.


1. A clean and contemporary home
`Without doubt today`s tenants are a lot more discerning than they used to be and the standard of accommodation that they`re looking for is very high,` says Melanie Carter, owner of Belvoir Evesham. `Most of the tenants we deal with are looking for modern and up-to-date properties, with contemporary bathrooms and kitchens. Of course, some will prefer older style properties but they will still expect high standards – there`s a big difference between a good quality character property and one that is tired and run down.`

And of course, a property needs to be clean too. It should be spotless at the start of your tenancy, especially the bathroom, kitchen and in-built appliances, such as cookers and ovens. Melanie adds: `In order to achieve a pristine property, some landlords choose to commission a professional cleaning company between tenancies.`


2. Minimum wear and tear
A property should be well looked after by its previous occupiers, and often, tenants will want to put their own stamp on it. `We sometimes find that tenants desire the freedom to re-decorate the property themselves with the landlord`s approval,` says Melanie. `Not all landlords will agree to this but it can work out well and be mutually beneficial to both parties if managed carefully.`


3. Speed at resolving maintenance issues 
Knowing that maintenance issues will be seen to at speed is another essential requirement. Melanie adds: `This becomes particularly pertinent if an issue occurs involving heating or water – understandably they won`t wait.`


4. Efficient ways to keep costs down
Households are becoming more eco-conscious, so environmentally-friendly properties are a bonus. `Tenants are always keen to know how much a property is going to cost them and most are eager to keep utility costs low,` explains Melanie. `Popular ways to keep a property`s temperature up and costs down include adding double glazing, updating the heating system, installing room thermostats and programmers, plus introducing loft and cavity wall insulation.`


5. Great outdoor space
Low maintenance outdoor space and a garage are general requirements from tenants, but of course, this is all very much dependent on available space and location of the property.


6. Good safety and security
Like with all properties, safety and security is a big factor, especially having secure locks on all doors and windows, a burglar alarm, double glazing, outside security lighting, smoke alarms and a carbon monoxide detector. It should also be noted that certain safety measures, including an annual gas safety check, smoke alarms on all floors and carbon monoxide detectors in rooms with solid fuel appliances, are required by law.


7. Added extras
Basic necessities in any property include a telephone line and internet access, and Melanie reveals that `most will ask about the internet speed they can expect before committing to a property`. Tenants are also impressed if a property offers Sky TV, underfloor heating, a dishwasher or other modern gadgets and appliances.


8. Accessible and approachable landlords
Tenants wants to feel happy and at home in their rented property, and so landlords are expected to be fair and proactive. A good landlord should care about the infrastructure of the property and the level of comfort during a tenant`s stay. `False promises, untimely repairs and limited communication will not make for a good landlord/tenant relationship,`
